Defeat the hollow and take the ladder down where a halberd wielding enemy blocks a doorway and another locked door (can be opened later on with Leonhard's questline, which lead to a Red Eye Orb). The enemies outside of Vordt's arena only drop the Lothric Knight Sword, Spear and Shield plus the armour set. They won't drop the Ultra Greatsword you want. .
